ORANGE COUNTY FIRE RESCUE STUDY <br />ORANGE RURAL <br />1 <br />2 <br />3 <br />4 <br />5 <br />6 <br />7 <br />8 <br />9 <br />10 <br />11 <br />12 <br />13 <br />14 <br />15 <br />16 <br />17 <br />18 <br />19 <br />20 <br />21 <br />22 <br />23 <br />24 <br />25 <br />26 <br />27 <br />that the Station will probably no longer meet the needs of the Department sometime <br />at or following 2011. <br />Currently, the Orange Rural Fire Department employs 5 full-time firefighters who <br />provide coverage 24 hours a day, seven days a week. <br />The current arrangement between the Department and the Town is not guaranteed. <br />The Town is exannining options and the potential for a long term arrangement and <br />the financial implications of such an arrangement. <br />Recommendations <br />We recommend that the Department continue its planning process with the Town <br />to determine its role in providing fire protection within the Town limits and <br />develop internally two plans: one if a long term agreement is reached and the <br />Deparhnent is the provider of service over a long term; another plan should be <br />developed based on the scenario that the Department does not provide fire <br />protection to the Town. These plans should include the financial implications of <br />each, the role volunteers will play, and projections of paid staffing. <br />The Department should identify the availability of volunteers for daytime response, <br />evening response, and weekend response. As a part of this process the Department <br />should consider implementing a volunteer duty system for covering week nights <br />and weekends, allowing for a re allocation of paid personnel for maximum <br />deployment. <br />63 <br />
