ORANGE COUNTY FIRE RESCUE STUDY <br />COUNTYWIDE RECOMMENDATIONS <br />1 During our data collection phase, we obtained data from the CAD system relative <br />2 to response times for fire and rescue inadents and EMS incidents. We noticed that <br />3 there was a significant lack of data regarding the response of fire department first <br />4 responders. We believe that tracking this data is just as critical for planning and <br />5 analysis as a part of the approach that Orange County uses for providing <br />6 emergency medical services. First responders are most likely to be first on the scene <br />7 followed by IRV Medics, followed by transport personnel. However, it is difficult <br />8 to determine how well this works apart from anecdotal information. <br />9 <br />10 Therefore, we recommend that more emphasis be placed on accuracy in obtaining <br />11 and documenting response data within the CAD system. This will allow EMS <br />12 policy makers to obtain the data that they need to make ongoing decisions <br />13 regarding resource deployment. <br />14 <br />15 We recommend that a County commissioner be assigned to serve as a <br />16 representative to the chief's council. One has bee designated in the past but has not <br />17 consistently attended the meetings. Departments would like to see participation <br />18 and interaction at these meetings by the commissioner. <br />19 <br />20 As we noted in our introduction, there is a trust gap between the County <br />21 government and the volunteer fire departments and rescue squads. One way to <br />22 narrow this gap is for a commissioner to attend and participate in chief's council <br />23 meetings. <br />24 <br />25 <br />102 <br />
