Gattis <br /> Subject: Orange County Public Service Employment Allocations <br /> Date. December 10, 1979 <br /> All participants and agencies funded by Orange County PSE <br /> monies nderstand that PSE jobs are not guaranteed after December 31, <br /> 1979. �it is necessary for the Orange County Board of Commissioners to determine how PSE funds remaining on January 1, 1980 will be <br /> expended, so that all participants, supervisors, and staff can be <br /> notifi ed immediately. <br /> After careful consideration of this complex situation, I <br /> recomme d Orange County initiate the following steps: <br /> 1) Immediately inform all PSE participants and agencies <br /> in Oran a County that PSE positions will be continued at their present <br /> hours a' d rates until at least February 15, 1980. Durham County will be <br /> given a July 31 cut-off date. <br /> 2) Establish guidelines which allow agency staff and <br /> participants to establish alternative work hours. For example, some may <br /> want tojwork only part-time for a longer period. Prior approval by <br /> the CEl`A Director and the Finance Director will be necessary before <br /> alternative work hours can be implemented. <br /> 3) If a worksite hires a participant before the cut -off <br /> date, allow his/her worksite to apply unused funds to other positions <br /> at the �rorksite. Furthermore, if the participant leaves that worksitci <br /> or if t4ere are no other participants left at the site, the funds would <br /> be reallocated to other worksites in the County which have participants. <br /> 4) Where it is feasible, participants will be transferred <br /> to empl yment under other CETA titles, programs and projects. <br /> Adoption of these policy recommendations will allow the County <br /> staff to prepare agency by agency allocations. We will notify all Worksit <br /> as soon as possible. After allocations are determined. I will send a <br /> memorandum to the Board specifically addressing 12 PSE jobs within Orange <br /> County government. <br />
