//G <br /> �- - � . .. <br /> AGEIiDA 14 RESOLUTION <br /> 7 <br /> A RESOLUTION ACKNOWLEDGING THE RECOMMENDATIONS CONTAINED IN <br /> THE TRIANGLE J COUNCIL OF GOVERNMENTS' 208 WATER QUALITY <br /> MANAGEMENT PLAN RELATED TO ORANGE COUNTY A14D INDICATING COUNTY <br /> INTENT TO PROCEED WITH THE IMPLEMENTATION OF THESE RECOMMENDATIONS. <br /> WHEREAS, pursuant to Section 208 of the Federal Water <br /> Pollution Control Act, as amended (hereinafter called "the Act"), <br /> the Administrator of the United States Environmental Protection Agency <br /> has designated the Triangle J Council of Governments as the planning <br /> agency responsible for accomplishing water quality management planning <br /> within Region J; and <br /> WHEREAS, Orange County is an active member of the Triangle J <br /> council of Governments and has been identified pursuant to Section 208 <br /> of the Act as an agency to be designated by the Governor of the State of <br /> North Carolina to implement certain activities vital to accomplishing <br /> the goals and objectives of the planning program; 'and <br /> WHEREAS, regulations and guidelines published by the United <br /> States Environmental Protection Agency require that the affected general <br /> purpose units of government Indicate their awareness of the assigned <br /> responsibilities as management agencies through formally adopted resolutions; <br /> and <br /> WHEREAS, Orange County has reviewed the recommended responsibilities <br /> as summarized in the attached document entitled "Triangle J Council of <br /> Governments' 208 Plan Recommendations Relating to Orange County", dated <br /> November 1, 1979 and <br /> WHEREAS, Orange County understands that financial grant <br /> assistance from the United States Environmental Protection Agency will <br /> be available only to those designated management agencies, and only for <br /> those projects or activities which are identified in the 'Triangle J <br /> Council of Governments' 208 Water Quality Management Plan; and <br /> WHEREAS, Orange County understands that failure to accept or <br /> perform these responsibilities may result in the transferral of all or <br /> any portion of the designated responsibilities to other management <br /> agencies. <br /> NOW, THEREFORE BE IT RESOLVED THAT Orange County understands <br /> the responsibilities associated with formal designation as a management <br /> agency to accomplish assigned portions of the 708 Water Quality Management <br /> Plan, as specified in "Triangle J Council of Governments' 208 Plan <br /> Recommendations Relating to Orange County.,' <br /> IT IS FURTHER RESOLVED THAT Orange County Indicates its <br /> willingness to proceed with the implementation of the assigned responsibilities, <br /> as enumerated in "Triangle J Council of Governments' 208 Plan Recommendations <br /> Relating to Orange County." <br /> ORANGE COUNTY <br /> ..� .1F <br /> hairma oard of Commissioners <br /> Attest: �/� Q�,.• .' a��`C <br /> Clerk of Vbunty CommissioncT� <br />
