Several times after the <br /> work program was approved in January, the Commissioners asked that I return <br /> with a request for a budget transfer. Soon after this I became aware that <br /> through the Land Records Management Program the County might purchase a <br /> digitizer, which would have included all the capabilities of a Planimeter <br /> and and made acquisition of a planimeter unnecessary. Mr. Gattis and I then <br /> decided to wait for the decision about a digitizer before going back to the <br /> Board of County Commissioners for our planimeter. As I now understand, the <br /> County has not yet decided whether to purchase a digitizer. Regardless, <br /> this Department needs a Planimeter now to complete the work program given <br /> us by the Board of County Commissioners. We need this instrument now and we <br /> need it located in the Planning Department Offices. <br /> The Department has examined two electronic planimeters. We analyzed <br /> these against each other and a purely mechnaical model, and for cost, effi- <br /> ciency, accuracy, convenience, and effectiveness. After analyzing these <br /> models, we recommended the purchase of the Los Angeles Scientific Instrument <br /> Company, Model 50 for approximately $950 to Mr. Sam Gattis, County Manager. <br /> Mr. Gattis recommended that the Planning Department transfer the <br /> necessary funds from our personnel account into our capital equipment account.: <br /> Therefore, please transfer the following amounts: <br /> From Personnel -- Account Code 10-561-02; $950 <br /> To Capital Equipment -- Account Code 10-561--74: $950 <br /> All assistance you give us in this effort will be sincerely appreciated. <br /> mb <br />
