Gattis , County Manager <br /> The successful beginning of Orange County' s Central Land <br /> Title Records system testing and implementation phase depends <br /> upon the complete up-dating of all tax maps by January 1 , 1980. <br /> This is becau a the assignment of Parcel Identifier Numbers (PIN' s) <br /> to existing ad new parcels requires that all maps be up to date <br /> and , henceforth, kept up to date so that no PIN is ever assigned <br /> to two differ nt properties . <br /> At this time there is a large backlog of up-dating in the <br /> Tax dapping Office. This is the result of large demands upon the <br /> Tax Supervisor' s staff this year, and the traditional practice <br /> of map up-dating on a yearly basis . It is the opinion of our State <br /> consultants , the Tax Supervisor, and the Land Records Manager that <br /> with present staff, and under present conditions , the tax maps <br /> will not be fbily up-dated by January 1, 1980. This would severely <br /> delay the system' s testing and implementation phase and therefore <br /> threaten our completion deadline of July 1 , 1980 for the demonstra- <br /> tion phase . This is a deadline imposed by HUD on all grant projects . <br /> Our present contractor for the digitizing of parcels in <br /> Orange County, Landmark Inc . of Cary, proposes the following <br /> assistance in this matter. <br /> 1. That for the sum of $179. 20 per day, Landmark Inc . will <br /> provide two experienced mappers to work in the Orange <br /> County Tax Supervisor' s dapping Office for 8 hours per <br /> day until the up-dating is completed ; <br /> 2. That the proposed sum includes payment by Landmark to <br /> the snappers a salary of $6 . 00 per hour each , a transpor- <br /> tation allowance of .20t per mile , and a 70% overhead <br /> char a to Orange County to maintain the mapper ' s benefits <br /> and o cover Landmark ' s paperwork and staff adjustments . <br /> It is the opinion of our State consultants that with the two <br /> mappers and Patti Smith working on up-dating full time , it may take <br /> up to 40 working days to complete the task. This amount of time <br /> would incur a total expense to the Orange County project of $7 , 168. 00 . <br /> Our total budget for project mapping is $32 ,500 .00. Of that amount <br /> we have contracted for work in the amount of $20 ,000. 00. This leaves <br />
