M. Gattis, County Manager <br /> FROM: Planning Department <br /> DATE: October 17, 1979 <br /> RE: Future Community Development Activities <br /> The next application cycle for the Small Cities Community Development <br /> Block Grant (CDBG) requires that the pre-application be submitted to the <br /> Department of Housing and Urban Development Area Office in Greensboro (HUD) <br /> between December 24, 1979 and January 7, 1980. The pre-application stage <br /> is the most critical part of this grant application process. HUD gill <br /> evaluate each pre-application and rate each using specified criteria. All <br /> pre-applicants from the state are then ranked according to their rating <br /> score. Invitations to submit full-applications are sent to those cities <br /> and counties which rank the highest. Full-applications will be due in <br /> April or May, 1980. An invitation to submit a full-application means, in <br /> effect, that the grant has been approved and will be funded. <br /> The planning staff is able to do the pre-application and full--application. <br /> The amount of staff time necessary to complete this application process <br /> depends on the type of application prepared. The staff, of course, has a <br /> very busy work program which includes among other things, the development of <br /> a county land use plan and the revision of the zoning ordinance. However, <br /> considering the opportunity to bring a minimum of $500,000 and a maximum of <br /> $1,000,000 into Orange County through the Small Cities Program,we recommend <br /> that staff spend the necessary amount of time needed to prepare the applica- <br /> tions. <br /> At this time there are several policy decisions which need to be made <br /> concerning the County's involvement in the Small Cities Community Development <br /> Program: <br /> 1) Should the County continue its involvement in the CD Program? <br /> (i.e. Northern Fairview). <br /> Recommendation: The Planning Department recommends that the <br /> County continue its involvement. <br />
