ORANGE COUNTY <br /> OWNER PARTICIPATING PAVING PROGRAM <br /> Local Procedures <br /> 1. Written request to County Commissioners requesting road be paved <br /> through "owner participation" paving program (Participatory Paving). <br /> Letter should include: <br /> A. Name of community contact person. <br /> B. Description of Road (part of road) to be paved. <br /> C. Copy of relevant Orange County tax map with "road to be paved" <br /> clearly marked. <br /> 2. County Commissioners officially accept request, Clerk records date <br /> of correspondence (to determine priority), Board refers request to <br /> County Manager for review and comment. Paving priority is determined <br /> by date of request to County Commissioners. <br /> 3. Six months prior to anticipated paving date, informal petition <br /> circulated by citizens„ <br /> 4. County staff reviews petition to determine eligibility for owner <br /> participation paving program. <br /> 5. Determination of assessment basis by Board of Commissioners. <br /> 6. Formal petition prepared by County Attorney, circulated by citizens, <br /> recorded in County minutes by Clerk. <br /> 7. Staff prepares preliminary assessment resolution. <br /> 8. First public hearing held. <br /> 9. Board adopts final assessment resolution directing that the project <br /> be undertaken. <br /> 10. Road paving begins as soon as DOT cars work it into paving schedule. <br /> 11. County staff determines total costs of project. Allowable costs for <br /> assessment include costs of legal services, amount of interest paid <br /> during construction, cost of right-of way, publ'shing and mailing <br /> costs. <br /> I t,. <br />
