Hill , North Carolina has paid <br /> the $5 , 000. 00 plenalty imposed by your Board for alleged non- <br /> compliance with the Change County Erasion Control Ordinance in <br /> Stoneridge Subdivision , We do believe however that the fine was <br /> unjustified and that all the appropriate factual, information was <br /> not given to you at the time you reached this decision. Accordingly, <br /> we are writing to ask you to review this decision in light of the <br /> additional information we are hereby submitting: <br /> 1. IVe wer�: not given notice that the Orange County <br /> Fl Commissioners were to consider this action, and, <br /> accordingl, , were- not given an opport-unity to properly <br /> represent ur side of the issue. It was only after <br /> the stop w rk order was issued that we learned from <br /> Mr. Freeman that he had written a letter on April. 1.3, <br /> 1979 to usladvising us that the Orange County Commissioners <br /> would revr w the alleged noncompliance on April 23, 1979 . <br /> The majority of all correspondence coming to us from <br /> Mr. Freemap had previously been sent to us by certified <br /> mail. Ile earned however that this important :letter, <br /> written on April 13th-, was sent through the regular <br /> mail . After learning of the stop work order, we sent <br /> a representative to Hillsborough to secure a copy of <br /> the April. � 3th letter; only then did we learn of its <br /> contents. 1It is extremely puzzling to us that the <br /> majority of all correspondence coming from Mr. Freeman <br /> had previously been sent by certified mail and that <br /> this very �.mportant letter which was to' give us notice <br /> of the April 23, 1979 meeting was sent by ordinary mail . <br /> It should further be noted that this letter was written. <br /> on Friday, lbefore Easter, and it is possible that it <br /> was lost i the holiday mail . We never received the <br /> April 13th letter. We called the U.. S. Post Office and <br /> had them put a tracer on the letter., but were informed <br /> by the Post Office that they could not locate the letter. <br />
