Access by all vehicles is impeded anti, Were emergency <br /> vehicles are concerned, the public's safety is endange'rod_ <br /> last year, a campaign was mounted by County emergency service personnel <br /> to bring this to the attention of County residents, Petitions were circu- <br /> lated and, in response, the Board of Commissioners initiated the Orange <br /> County Roar' Naming and ;louse Numbering Program. <br /> The Program has been in operation since March of this year. Policies <br /> to guide its administration are suggested in this report. <br /> II PROGRAM DESCRIPTION <br /> The Orange County Road Flaming and House Numbering Program is designed <br /> to provide road name signs at all public road intersections and house num- <br /> bers to all structures, within Orange County and outside the municipalities <br /> It will involve the elimination of duplicate road names and the adoption <br /> of official names and addresses, <br /> The program will run from March 1979 to August 1980., Official navies <br /> and addyesses will be adopted throughout this time. Signs will be posted <br /> in two phases, Signs on heavily travelled roads will be posted in December- <br /> OF this year. The remainder will be posted in July and August of 1980,. <br /> The Road Faminq Procedure is as follows: A Road Naming Advisory <br /> Committee is appointed by the Board of Commissioners. It is comprised <br /> of fifteen members drawn primarily From government agencies and voluntary <br /> organizations. Its charge is to propose official names for all public <br /> roads local Information Heet.ings will be held by the Committee to pro- <br /> vide citizens the opportunity to comment on the Committee's proposals. <br /> Petitions will be available to citizens who would like to recommend alter- <br /> native names for adoption. A minimum of four Public Hearings will be held <br /> by the Board of Commissioners at Wch time official names will be adopted,. <br /> The House Numbering Procedure will require adoption of an ordinance. <br /> The ordinance will describe the numbering system used and require that <br /> property o,:nars post their house numbers upon notiiication of such numbers <br /> by the Program Coordinator. The Equal Interval System will be used and <br /> house numbers will be assigned to structures based on their distance from <br /> pre-selected base lines. A minimum of three Public Hearings will be held <br /> by the Board of Commissioners prior to the adoption of official house <br /> numbers, <br /> A minimum of siX. hundred (600) road name signs will be installed. <br /> The Program Coordinator will supervise their installation_ Signs will <br /> meet minimum standards established by Sta to and Federal authorities.. <br />
