Hr. <br /> Bnb Ppge, Attorney for the purpose of discussing early connection to the <br /> yet unfinished sewer;ge system serving the Timberlyne SlYdivision. The <br /> proposal :ins to connect as many as four houses to the phtion of the <br /> collection system already installed but not yet connected to the GWASA <br /> system. This situation was to e7Wt no longer than August 1, 1979. The <br /> proposal included an agreement to provide a contract with a firm that would <br /> pump and haul the untreated sewage from the collection system to the OWASA <br /> treatment plpnt Assurance was given by the developers and OWASA representatives <br /> that Pdequpte inspection& would be made to avoid vnY overflOW Or discharge <br /> of the system, <br /> I unders .?.na from Hx Stan Taylor of NECD that OWASA holds the permit <br /> for this system and therefore, =16 be responsible for any health hazards <br /> occurring from this 4ituation . <br /> Since this depRrtment has had past (unpleasant) experience with this <br /> kind of P setup I feel that we mist stronSly object to it. First of all <br /> we are de-ling with large homes with intensive water use that will tend to <br /> fill the system r-pidly. There may also be problems with proper pumping and <br /> disposal of the sewage. If rains infiltrate the system then the syste-M <br /> (including the sewage) may overflow. <br /> There could also be unforseen delays in the construction of the connector <br /> Line that would result in a longer term situation making this agreement <br /> invalid. Although our position At this point is not reguletory, if any <br /> problems should occur creating, in our opinion, P, health hazard then we <br /> u7ul6 certainly seek injunctive action which could result in serious liabilities <br /> to homeowners. <br /> Our position on the merit of allowing this kind of situation to occur <br /> certainly does not mean that we are not willing to assist in MMY Possible <br /> in preventing the occurrence of P health hazard.
