RESOLUTION ESTABLISHING <br /> THE ORANGE COUNTY ENERGY CONSERVATION COMMISSION <br /> WHEREAS, in May, 1976 tie Orange County Hoard of Commissioners received <br /> and endorsed the Orange County Energy Conservation Task Force Report, entitled <br /> "Energy in Orange County', the major recommendation of which was to create a <br /> commission which concerns itself with energy use and energy management in the <br /> County, and <br /> WHEREAS, an urgent need now exists to identify and assess- energy choices,. <br /> the level of energy consumption, and the resultant impact on Orange County, <br /> and <br /> WHEREAS, it is essential that there be coordination of energy management <br /> activities and the dissemination of information regarding the reality of the <br /> energy dilemma, and <br /> WHEREAS, the Orange County Board of Commissioners, taking cognizance. of the <br /> ongoing need for energy conservation to protect the health, safety, and welfare <br /> of the County's residents, as well as need for the assessment of alternative <br /> energy policies and practices, hereupon adopts the following; <br /> BE IT RESOLVED THAT there is hereby created and established the Orange <br /> County Energy Conservation Commission (.00EC Commission) with the following <br /> purposes: <br /> Section I. The OCEC Commission is charged with continued responsibility for; <br /> I. Advising and providing support for the ongoing efforts of the Orange <br /> County Energy Office regarding policies and programs of energy conser- <br /> vation in Orange County governments. <br /> 2. Initiating activities to inform Orange County residents of energy problems <br /> and resources available for energy conservation. <br /> 3. Facilitating the coordination of energy conservation programs and projects <br /> in local governmental units and private agencies of Orange County. <br /> 4. Preparing studies and reports of County energy issues and making recom- <br /> mendations to government or private entities for appropriate action. <br /> 5. Reviewing county ordinances and policies for energy use implications; <br /> recommending new or amending county ordinances and statutes that would <br /> promote energy conservation: <br />
