It is the earnest belief of the Board that the County should make every attempt <br /> to fund these special requests which supplement the traditional health and social <br /> services offerings provided by the County. <br /> At the march 26, 1979, regular meeting of the Board of Aldermen, the Board adopted <br /> a resolution which authorized the Town Manager to submit a request on behalf of <br /> the Town to Oran�,-2 County for continuance of its' support of the municipal parks <br /> and recreation program. The amount requested totalled $126,480, or $88,536, for <br /> the Town of Chapel Hill and the balance for the Town of Carrboro. The Country Man- <br /> ager's recommended budget contains funds for the Town but totalling $39,850 less <br /> than originally requested. <br /> The Orange County Municipal Support Program makes possible increased recreation <br /> services for residents of Southern Orange County. It also provides a means by <br /> which the Board of Commissioners of Orange County can provide equitable services <br /> to all County residents without. unnecessarily duplicating the Town of Chapel Hill <br /> or Carrboro Parks and Recreation Departments. The support funds, considered with <br /> the municipal allocations for Parks and Recreation, enable a broad spectrum of <br /> activities and services to be provided. Because of the County support, all <br /> Town—sponsored programs, areas, and facilities are available to all County residents <br /> at no additional fee, where a fee is required. County residents receive equal <br /> priority to Town residents in registration procedures for recreation programs. <br /> In preceding years, Municipal Support Funds were- limited to those expenses involved <br /> with making school facilities available for recreation use. In the current fiscal <br /> year $65,000 wss allocated to Chapel Hill and Carrboro, with $45,500 or 70%, to <br /> Chapel Hill. Earlier this year, a clarification was received from the County Man- <br /> ages informing the Towns that the funds need not be limited to school facility <br /> usage and were to be considered non—categorical, enabling the Municipality to <br /> have flexibility in the use of the monies, provided it is used solely for recrea- <br /> tion purposes. This interpretation will enable the Towns to maximize the utiliza- <br /> tion of these funds, since the Town will not be totally dependent upon the often <br /> limited school use schedules and ultimately provide better services to the resi- <br /> dents of the County. <br /> Over the past two years, the Town of Chapel Hill has developed or is in the process <br /> of developing many new recreation areas and facilities. Many of these will begin <br /> their initial operation in FY 1979-80 and consequently increased recreation op- <br /> portunities will be available to County and Town residents. <br /> Your cooperation in both these matters will be appreciated. <br /> Sincerely, <br /> a <br /> James C.
