05 <br /> MEMORANDUM <br /> To: Jim Polatty, Director, Orange County Planning Department <br /> From: Mike Jennings, Director, Chapel Hill Planning Department <br /> Subject: Proposed Commei°cial Rezoning at the Intersection of the <br /> Orange-Chatham County Line and 15-501 Pittsboro Road <br /> Date: May 22, 1979 <br /> The proposed rezoning is located within an area designated as <br /> "community" on. the Chapel Hill Township Land Use Plan prepared by <br /> Orange County. it is designated as a neighborhood activity center <br /> on the Town of Chapel Hill's Land Use Plan. It is believed that any <br /> commercial development in this area should be undertaken via the <br /> planned development regulations which we understand are currently <br /> being prepared by the Orange County Planning Staff. It is believed <br /> that this procedure is necessary in order to ensure sufficient <br /> control over the development of the property to safeguard the public <br /> health, safety, and general welfare. Specifically, it is believed <br /> that control over the development of the property is necessary for <br /> tl.e following reasons. <br /> 1. Access to the subject property is by U.S. 15-501 (Pittsboro Road) . <br /> The traffic condition in this area requires caution due to the <br /> conflict between the high speed traffic on Pittsboro Road and the <br /> vehicles entering and leaving the Watts commercial area. It is <br /> believed that additional control is needed to ensure that the <br /> development will not contribute to increased traffic problems and <br /> endanger the public safety. <br /> 2. It is believed that additional control is needed to ensure that <br /> the develonment will not injure the value of nearby residential <br /> properties, and will be in harmony with the area in which it is <br /> to be located. <br /> 3. It is a general purpose of zoning ordinances to promote the <br /> orderly growth, expansion, and development of an area. It is <br /> believed that additional control of the development of this <br /> property is needed to ensure the use will be in harmony with the <br /> area and in general conformity with adopted plans and policies. <br /> Recommendation: That the request for rezoning be denied based upon <br /> the findings stated above. That any development of this property <br /> for commercial purposes be undertaken via planned development <br /> procedures. <br />
