All units of government need to seek ways to <br /> solve problems caused by this growth and find mutually satisfact- <br /> ory policies to wisely manage our resources for the benefit of <br /> all Orange County citizens. The Board of County Commissioners <br /> believes there are several broad goals that provide the framework <br /> for developing and implementing joint policies for managing growth <br /> in these transition areas which particularly affect both County <br /> and Municipal governments. These goals should include, but not <br /> be limited to: <br /> 1. Provide for the orderly transition from urban to <br /> rural development around municipalities. <br /> 2. Recognize those transition areas around the munici- <br /> palities that will naturally become urban and those <br /> that whould remain rural. <br /> 3. Complement and implement municipal and County <br /> Comprehensive Planning Goals and Objectives, <br /> both in the transition areas and County-wide. <br /> 4. Foster understanding and intergovermental cooper- <br /> ation in areas of mutual concern. <br /> 5. Develop a planning process that allows citizens <br /> to fully participate in the decision making process <br /> in implementation of land use plans in jointly <br /> planned areas. <br /> Objectives of JOINT PLANNING <br /> The following objectives would implement the goals <br /> listed above during the next year: <br /> 1. Develop a land use plan, including statements of <br /> goals, objectives, policies, and programs to guide <br /> land development County-wider but especially in <br /> jointly planned areas, <br /> a) I1'fi.ne the jointly planned area, including <br /> boundaries, total size, and the area to <br /> remain rural. <br /> b) Analyze these transition areas relative to <br /> the rest of Orange County to prevent leap- <br /> frog development, <br /> c) Minimize the total costs of urban services <br /> in areas destined for annexation. <br /> d) Encourage infill of vacant land in areas <br /> already urban, <br /> e) Minimize urban sprawl. <br /> f) Permit only rural land uses in that part <br /> of the transition area that is to remain <br /> rural. <br /> 2. Feview ordinances and implement municipal <br /> standards in transition area that will eventu- <br /> ally become part of the municipality. <br /> 3, @velop uniform data to be used by the planning <br /> agencies and citizens, <br /> 4. Prepare and deliver to governments and citizens <br /> a periodic progress report. <br /> 5. IBvelop a per;,lanent mechanism, such as Orange <br /> Comprehensive Planning Council (O.C.P,C,) to <br /> ensure on-going implementation of the joint <br /> planning process. <br /> 6. Agree to iurisdictional responsibility in Joint <br />
