Division of Community <br /> Employment which, as you know, administers CETA funds to this area through the <br /> "balance-of--state" system,. As indicated by the attached letter from R. D. Locklear, <br /> Lead Planner for our area, DCE has approved these plans and supports our contention <br /> that a change in organizational structure is necessary in order to gain substantial <br /> improvement in prog€'am performance. His letter serves as written authorization for <br /> the orange--Durham Employment and Training Program to proceed with implementation <br /> of the revised structure and related budget changes, with the understanding that a <br /> formal modification of our contract will be forthcoming to ME in the near future. <br /> If these changes are acceptable to the Strange County administration, I propose <br /> to: <br /> (1) Discuss the revised structure with the present staff, and make a <br /> recommendation to you regarding any changes in the status of these <br /> employees. At the minimum; I will recommend that each pre.ant staff <br /> member be offerred a position in the new organization, appropriate <br /> for the person and the organization, at a salary at least equal to that <br /> person's current salary. <br /> (2) Advertise and fill the remaining positions in accordance with orange <br /> County personnel policies. <br /> Please consider this request and advise me as soon as possible regarding <br /> future steps from this point.
