s"4 U <br /> expand the responsibilities of the "Job Developer" position <br /> and upgrade it from a grade 60 to grade 64; <br /> expand the responsibilities of the "Counselor" positions, change <br /> the job title to "Youth Counselor," and upgrade the position from <br /> a grade 57 to grade 62; <br /> expand the responsibilities of the "NIS Clerk" position, change <br /> the job title to "MIS Coordinator," and upgrade the position from <br /> a grade 59 to grade 62. <br /> NOTE : Three basic factors were considered in determining proposed <br /> salary grades: <br /> - salary in relation to job responsibilities. CETA is a <br /> complex, multi-facted operation, complicated now by the <br /> fact that the local program has been operating below plan <br /> for some time and the fact that the CETA regulations have <br /> almost completely changed since January 1 of this year. <br /> in light of this challenge, I believe the proposed salaries <br /> are reasonable. <br /> - salary comparability. This question was examined from <br /> two perspectives. virst, we compared proposed CETA pay <br /> grades to those of comparable (or at least similar) positions <br /> in other County departments. As a result, the pay grades <br /> I am proposing today are lower in several cases from those <br /> which I had originally planned. Secondly, we compared propc <br /> Orange County CETA salaries to those of CETA programs in <br /> other parts of the State with which I am familiar. As I <br /> have previously indicated to you, the pay grades I am proposing; <br /> today are equal to or less than comparable pay grades in these <br /> other programs. <br /> - competition for skilled employees. In order to attract and <br /> hold skilled employees, particularly those. with CETA experience, <br /> it is necessary to provide competitive wages and benefits,. <br /> (Other r—ommended actions in order to implement reorganization continued below.) <br /> (2) Eliminate two currently budgeted positions: Program Coordinator and <br /> Training Coordinator, These functions will be absorbed by the new <br /> organizational structure and by increased cooperation with local technical <br /> institutes; <br /> (3) Add three Intake Specialists (one for the Hillsborough office, one for <br /> the Chapel Hill office, and one for the Mrham office) who will process <br /> applications, determine CETA eligibility, provide employability assessment, <br /> and make referrals to available jobs and training slats; <br />
