J <br /> ISSUE PAPER <br /> JOINT PLANNING <br /> is The objective of joint planning . to implement city standards in <br /> unincorporated areas that will eventually become part of the city; Joint <br /> planning could occur within what has been called the Transition Zone, de- <br /> fined as that land which will eventually be incorporated into the city, <br /> possibly within twenty years, and require the full range of urban services <br /> when totally developed. <br /> Phil Green met with Gene Shipman, Michael Jennings, Sam Gattis and <br /> Jim Polatty on Friday, April 6, 1979. Mr. Green reported there are three <br /> types of joint planning, informal, formal and consolidated. Informal joint <br /> planning is approximately the method presently used by Orange County, Chapel <br /> Hill and Carrboro in the Transition Zone defined in Chapel Hill's 1975 Land <br /> Classification Plan. (City standards can not be legally implemented, only <br /> encouraged.) Formal joint planning requires mandatory referral by the land <br /> development ordinances. A Technical Review Committee could be authorized, <br /> by ordinances, to review in a formal report all proposed development in the <br /> area. This report would have to be included if not accepted in the Planning <br /> Board's recommendations to the Board of County Commissioners. A Consolidated <br /> planning agency currently is operating in Winston-Salem/Forsyth County, Charlotte/ <br /> Mecklenburg, and Wilmington/New Hanover County. <br /> If joint planning is adopted, staff recommends use of the formal joint <br /> planning, as outlined above. <br /> Mr. Green stated that there are three levels of coordination necessary to <br /> involve in any joint planning proposals, staff, Planning Board, and Governing <br /> Board. Three alternatives outlined below include setting up one government's <br /> staff, Planning Board, and Governing Body as the final decision maker and those <br /> with the ultimate responsibility for implementation of plans and development <br /> standards. The other government's staff would review the project on the Tech- <br /> nical Review Committee, give comments and input into a formal report that would <br /> have to be formally responded to by the other government's Planning Board. <br /> Each of the following alternatives are designed to include an area where <br /> the County implements its ordinance without anx joint planning (Area C) and an <br /> area where the City implements its ordinance without any joint planning (Area A). <br /> Joint planning will occur in Area B. <br /> ALTERNATIVE I <br /> SCHEMATIC DIAGRAM OF JOINT PLANNING <br /> KEY <br /> Township Boundaries <br /> Q n <br /> x i ty <br /> (B) Joint Planning Area: County makes <br /> decision after input from City staff. <br /> —County exclusively plans and implements_ <br />
