c
3
7
Operating costs for this program are provided through VR, State Mental
Health, local monies, Title XX, and funds generated through contract work.
V. Needs Assessment
The need for an expanded work training site and place of employment
has been documented through'a survey of the following services: the
four regional retardation institutions, Department of Social Services
(including rest homes), Health Department, Orange Industries, the
schools, and Vocational Rehabilitation A summary of these figures will
be included in the 1979 Housing Assistance Plan. Since the present
facility now serves 40, given the people in need, the new building should
be built to accommodate around 80 individuals. ,
The following statistics document the need for a facility to serve
adults:
1) Present OI enrollment (14 from Chapel Hill) - 40
2) Orange County enrollment at Durham Exchange -- 23
(11 from Chapel Hill)
3)Individuals in the community and institutions needing program - 23
4) Chapel Hill/Carrboro School population - 47
14 years and older who will need placement
TOTAL NEEDING PLACEMENT (1), (3) and (4) - 110
This figure is low for many reasons. It only reflects those people who have
come to the attention of agencies. They do not reflect the population
coming from schools each year. A larger figure would be 32 of the entire
Orange County population. Also, figures are not available from the Orange
County school population.
vi. Space
Spatial requirements for the building have been established on the
basis of a projected increased enrollment of clients. The present enroll-
ment is 40; and each year more and more potential clients are released
from the public schools, and institutions. We would be serving more
significantly handicapped individuals in the new appropriately designed
building and more Chapel Hill residents. It would be important to construct
a facility which could be expanded in the future as needs continue to grow.
Total square footage required -- 15,000 (approximately)
Spatial needs Work mace
Individual offices 3 large work areas
Instructor work area storage area
Classroom small group training areas
Testing Room (model kitchen and living space)
Conference Room
Lounge/luncheon area
Waiting room/reception area
-3-
