e <br /> s <br /> 6 . <br /> A PROPOSAL FOR AN <br /> i ADULT SERVICES CENTER FOR THE HANDICAPPED <br /> t <br /> 1 Submitted by: Orange County Committee for Services for the Handicapped <br /> October 197$ <br /> I. The Rurpose of this proposal is twofold: <br /> ° 1) To heighten community awareness of the needs of the adult handicapped <br /> r population. <br /> 2) To pursue funding for a new facility for handicapped adults to replace and <br /> expand the existing Orange Industries £aci.lity� <br /> II. Why is a new buildin needed? <br /> 1. Expanding population <br /> Orange Industries (O'S) now serves 40 individuals and maintains a sizeable <br /> referral list A larger facility would enable OI to serve more of its referrals, <br /> as well as enable them to serve many Chapel Hill residents, many of whom now <br /> attend Durham Exchange Club Workshop. Further, a larger facility could better <br /> serve the increasing number of people in Murdoch and other institutions who are <br /> ready for community placement but have no available program. Finally, <br /> each year more and more students with handicapping conditidns are leaving <br /> the school system in need of further vocational training. <br /> i <br /> 2. Condition and Size of present facility <br /> The present facility is somewhat dilapidated and overcrowded. Other <br /> problems include poor ventilation and heating. There have also been certain <br /> f difficulties in achieving compliance with all safety regulations. The <br /> spatial, limitations have limited the number of clients served and the <br /> flexibility of the program, thus reducing the effectiveness of the program <br /> in meeting individual needs. <br /> 3. Barriers to multi-handicapped population <br /> The current facility is full of architectural harriers (2 story, no <br /> ramps or bars) that prevent admission to physically handicapped and non- <br /> ambulatory individuals, individuals with hearing or visual disabilities, <br /> and multiply handicapped individuals. <br /> Right now it is necessary to begin serving the more significantly <br /> handicapped individual. Section 504 of the Rehabilitation Act of 1973 makes <br /> these changes a mandatory requirement. A new barrier-free and environmentally <br /> supportive facility would mace possible service to this population. <br />
