RECUNIMUIUA°I MNS <br /> Taking all of the foregoing into account, the Committee recommends that <br /> a new organization, called the Orange Comprehensive Planning Council , be created <br /> by agreement of the local governments in Orange County, pursuant to authority <br /> granted by G.S. Chapter 160A, Article 30, Part 1 . <br /> A. FunctioL The Committee recommends that this Council be given the <br /> following major unctions: <br /> 1 . To foster intergovernmental cooperation and interagency coordination <br /> with respect to roblems relating to Orange County's physical development. <br /> 2. With input from citizens of the county, to develop statements of <br /> goals, objectives, principles, and standards to guide planning and development, <br /> as a framework f�r more detailed planning by individual governments. <br /> 3. To ssist in the development of uniform data to be used by the <br /> planning agencies of the individual governments. <br /> 4. To Lvelop and implement a continuing program for informing <br /> citizens of Oran e County regarding its fundamental planning issues and for <br /> stimulating them interest and involvement in the resolution of such issues. <br /> 5. To identify citizens of the county possessing Specialized knowledge <br /> and experience acid to develop techniques for drawing upon this knowledge and <br /> experience in dealing with specific planning issues. <br /> 6. To erve, upon request, with or without supplementation of its <br /> membership, as an advisory body to which member governments could turn for - <br /> m recommendations concerning issues involving two or more units. <br /> 7_ To prepare and deliver to member- governments and citizens of the <br /> county an annual report as to emerging critical issues and opportunities which <br /> may affect physical development or should be capitalized upon. <br />
