r <br /> b <br /> I FINDINGS <br /> The Committee on planning Organization finds there are many strengths in <br /> the existing organization for planning in Orange County. Chapel Hill early <br /> recognized impending problems of growth and secured the powers necessary to <br /> deal with them. It now has an experienced and well-staffed planning organi- <br /> zation. Carrboro followed within a few years and now also has a well--organized <br /> program. Orange County began its efforts with zoning regulations fnr Chapel <br /> Hill Township and later Eno Township, and now with a strengthened planning <br /> staff is embarked upon preparation of plans for the entire county. Hillsborough <br /> and Mebane have also instituted land-use control measures. And the Triangle J <br /> Regional Council of Governments (serving six counties and 30 cities and towns . <br /> in the region) has .both furnished planning staff assistance and developed a. <br /> structure of region-wide plans with"n which county and municipal planners can <br /> operate, assuring proper attention to inter--county problems. .. <br /> However, there are certain shortcomings requiring consideration. <br /> Within Orange County, territorial jurisdiction for planning, provision of <br /> governmental services, and regulation is fragmented-divided among the county <br /> and its four municipalities. In the absence of a formal organization to bring <br /> representatives of these units together for joint consideration of common problem <br /> . they- tend -to focus on their own interests to a degree which produces continuing <br /> i <br /> low-level friction. This is particularly apparent in the areas of the county <br /> lying within the extraterritorial . jurisdiction of its municipalities and the <br /> areas where the jurisdiction of one unit touches that of another. <br /> Among the more specific problems which the Committee has noted are the <br /> following: <br />
