The county has not passed an enabling ordinance for this program. Secondly, <br /> the county's regulations do not address scavenging in the boxes, This <br /> has become increasingly frequent in the last year. 'Enforcement of all <br /> phases of the program is legislatively vague. <br /> G. The county decided not to serve trailer parks with the program. The state <br /> considers trailer parks as commercial establishments and requires them to <br /> furnish trash removal. Many trailer parks have either constant or inter- <br /> mittent trash removal problems. Tenants either use the green boxes or <br /> start illegal dumps. The health department regularily receives complaints <br /> about this. <br /> R. Boxes near the Durham County.or Alamance county lines are regularly used <br /> by out-of--county residents. <br /> 1. Small private trash haulers often use the boxes to save the expense of <br /> driving to the landfill and the dumping fee. <br /> J. The growth pattern of the county population is not being used in green <br /> box program planning. <br /> Recommendations <br /> A. Allocate sufficient resources so the program can have the services of a <br /> manager, experienced in this area, full time for the next six months and <br /> half time after that. Successful programs of this size around the state <br /> have the common characteristic of this much management time, at a ninimum. <br /> B. Restrict the 4 cubic yard green box program to the low population density <br /> areas of the county. Small boxes should not be placed closer than 2 <br /> miles from an urban fringe area. This is in accord with research and state <br /> recommendations. The small box sites should be well prepared. Access, <br /> safety, environmental impact, odor, rodents, flies and littering must be <br /> controlled. The boxes should be cleaned, disinfected, repaired and <br /> painted regularly. The county should train and assist persons who allow <br /> boxes on their property and volunteer to watch them. Many such persons <br /> have justifiably developed hostility and skepticism towards this program <br /> and the county's capacity to run it. Considerable effort will be required <br /> to live down these feelings. It is unrehsonable for the county to expect, <br /> for instance, the convenience store owner to spend money to provide a <br /> proper site. This is the county's responsibility and should be budgeted <br /> for.C. Establish a 40 cubic yard green box program fo; the urban fringe areas. it <br /> is essential that the county own or have long term use of these sites, <br /> they be well designed, traffic safety maximized, fenced, lighted, of mini- <br /> mized negative environmental impact, well managed, and aesthetically <br /> pleasant. Attachment No. I is a sample 40 cubic,yard site design.. These <br /> sites should be selected by use of traffic and load factor studies. The <br /> county should purchase and maintain the 40 cubic yard boxes. The county <br /> could contract private firms for the actual haul to the landfill_ As <br /> the 4 cubic yard equipment wear's out, the county shouldd consider replacing <br /> it only partially and expanding the large box program with purchased equip- <br /> ment.
