1. maximizing County resources; <br /> 2. encouraging human service delivery organization <br /> to adopt cost effective measures; and <br /> 3. increasing inter-agency coordination. <br /> B. study the human service needs and resources of <br /> Orange County and periodically report the .results of the <br /> studies to the organizations providing members to the COMMISSION. <br /> C. Facilitate communication among various components <br /> of the human services delivery and funding system. <br /> D. Be available for and prepared to undertake studies <br /> resulting from special requests by the Board of Commissioners. <br /> E. Establish committees and subcommittees to provide <br /> technical or other advisory assistance to the COMMISSION when <br /> deemed necessary by the COMMISSION to carry out its <br /> responsibilities. Appointments to any such committee shall be <br /> made by the COMMISSION. Persons appointed need not be members <br /> of the COMMISSION. <br /> Section V. The membership of the COMMISSION shall consist of <br /> representatives of the organizations and other entities listed <br /> in Section VI. Each organization or entity shall appoint its <br /> own representative to the COMMISSION. Members shall serve terms <br /> concurrent with their membership or position with the organi- <br /> zation or entity making the appointment, but in no event for <br /> more than two (2) years. Members may be reappointed for <br /> additional terms at the pleasure of the organization or entity <br /> making the appointment. Each member of the COMMISSION shall <br /> have one vote. Members shall be excused from voting upon <br /> questions involving his or her own financial interest or official <br /> 1 <br /> conduct. <br /> Section VI.
