memorandum
page 3
December 18, 1978
5. Licensed by the State or the U. S. - no information available on this
category. Impact is assumed to be slight.
10+ 6. Activities within the corporate limits of Rillsborough. Impact judged
to be severe along South Churton Street Fxte mion. Slight to moderate
elsewhere.
7. Activities exempt by State Law
a. Agriculture -- approximately 25% of the farms in Orange County have
had conservation practices applied during the past 5 years (SCS
District Office). While !there is little doubt that significant
erosion occurs on farmland, it is not recommended that these
activities be monitored by this office. Such monitoring would be
very time consuming, and the legality of free access to private
farmland by this office is questionable.
b. Forestry -- Impacts can be severe where good forests management is
not practiced. The N. C. Forest Service has its own monitoring and
enforcement program. It is not recommended that this activity
be monitored.
5 c. Mining -- The N. C. Mining ,Act covers this activity (Inspection and
enforcement). There are approximately a half dozen mines in the
County. Monitoring would be feasible assumming right of access
could be obtained. Impacts could be very severe should a mine be
operated in violation of the Mining Act. American Stone and Piedmont
Minerals appear to have adequate sediment controls in use. Chapel
Bill gravel pits that have been looked at (2 of the 4) did not
appear to have any operable controls (based on cursotiy examinations).
