The County has <br /> been broken into six zones for this purpose. See attachment <br /> It is recommended that should this monitoring program be established, <br /> that at least one additional staff member and a vehicle be assigned to the <br /> Erosion Control Division. Additional staff without sufficient transporta- <br /> tion would be of dubious worth. <br /> There follows a breakdown of each category of exempt activities, a <br /> decussion of the types of projects within each category, and a subjective <br /> assessment of the magnitude of erosion related problems ascribed to each <br /> type of activity. <br /> Sites Categories <br /> 7+ 1. Conducted by the State <br /> 5 a. UNC Chapel Hill - primarily new construction, particularly <br /> around the medical complex. There is also the University <br /> Landfill adjacent to the airport. Impact is judged to be <br /> moderate. <br /> 2+ b. N. C. Department of Transportation - road maintenance, upgrading <br /> of secondary roads, and from secondary roads (unpaved). <br /> Impact is judged to be severe, particularly from unpaved roads, <br /> and unstable ditches and slopes. <br /> 0 c. Other State projects - Impact is judged to be slight. <br /> 0 2. Conducted by the U. S. Government -- Impact is judged to be slight due <br /> to a lack of activity <br /> 1+ 3. Conducted by persons having the power of eminent domain <br /> 1+ a. Utilities - Impact is judged as slight to moderate. Moat of the <br /> erosion is associated with right of ways used by off-road vehicles, <br /> or new construction. ' <br /> 0 b. Railroads -- Impact is slight. Southern Railway has cooperated with <br /> this office on several occasions. <br /> 4. Conducted by Local Governments <br /> 3+ a. Orange County -- Main areas of concern include the County landfill <br /> and school-related construction. Impact is apparently slight <br /> although this may not be accurate for tVe landfill. <br /> 5+ b. Chapel Hill - Impact is judged to be moderate. There have been <br /> definite problems associated with several projects, although <br /> there are others where there have been no problems. Impacts are <br /> mainly from new construction. (municipal facilities and schools) <br /> 2+ c. Hillsborough - Impact is judged to be slight to moderate, mainly <br /> associated with water and sewer work adjacent to streams. <br /> 1+ d. Carrboro -- Impact judged to be slight. <br /> 0 e. Mebane - Impact is assumed to be slight. <br /> 0 f. Durham - Impact is assured to be slight. <br />
