s pp ,n <br /> AGENDA ITEM JB11 <br /> ORANGE COUNTY PLANNING DEPARTMENT <br /> srl.xSBORO GH <br /> N©RTIE CAROLINA <br /> 27278 <br /> M E M O R A N D U M <br /> TO: Orange County Board of Commissioners <br /> FROM: Ray Freeman, Erosion Control Officer <br /> DATE: December 18, 1978 <br /> RE: Sedimentation and Erosion Control Monitoring Program for projects <br /> in Orange County which are not under the jurisdiction of the County <br /> There follows a �proposal for a limited monitoring program for projects <br /> not under the jurisdiction of the Orange County Erasion Control Ordinance. <br /> It is recommended that of the exempt activities, that the following be <br /> monit6red should such a program be implemented. <br /> 1. Activities conducted by the State <br /> a. New construction at UNC-Chapel. Hill and the UNC landfill.. <br /> b. N. C. Department of Transportation projects involving the <br /> upgrading of existing roads. <br /> 2. Activities conducted by persons having the power of eminent <br /> domain. New construction of facilities and transmission Lines. <br /> 3. Activities conducted by local governments <br /> Construction of new facilitiis and observation of the <br /> County landfill. (Includes municipal, recreational, and <br /> school system'construction) <br /> 4. Activities within the corporate limits of Hillsborough. <br /> 5. Exempt activities .. mining. Emphasis on Chapel Hill gravel <br /> pits. <br /> I would estimate that the increased workload involved in such a <br /> monitoring program would be on the order of 15-20%. Such an increase in <br /> workload would place severe demands on the Erosion Control, staff. At <br /> present staff and transportation limitations are such that effective <br /> monitoring of exempt activities would not be possible with aut a reduction <br /> in the effectiveness of the inspection and enforcement program on projects <br /> currently under the divisions ,jurisdiction. Currently the staff is limited <br /> to priority assessment of ongoing projects. Low priority projects are <br /> inspected generally once per month. High, priority projects may be visited <br /> twice per week or more. <br />
