The water and sewer extension would <br /> eventually increase the,number of mobile homes and commercial]and uses in <br /> the immediate area around U. S. 70. <br /> Annexation: if the City of Durham provides water and sewer service <br /> to the petitioner's area and perhaps beyond, then the possibility that the <br /> City of Durham will annex this area which it is providing services to is <br /> raised. The area already has extensive commercial zoning and good trans- <br /> portation facilities and ha-the potential to attract business that could <br /> add to the tax_ base of OranM County. The issue then is possible <br /> this tax base to the City of Durham if they start 'providing some services <br /> to the area and then decide to annex. <br /> Environment: In 1972, the Congress passed the Federal Water Pollution. <br /> Control Act Amendments with the objective'of cleaning up the nation's waters. <br /> Under Section 201 of this Act, areas were required to prepare a facilities <br /> plan which demonstrated the need'for funds to construct sewage treatment <br /> facilities. The Greater Durham Area 201 Wastewater Facilities Plan In- <br /> cludes orange County and calls for construction of sewer lines into the <br /> area in question. 'Provision of these services, then, would be in keeping <br /> with this plan. <br /> Land Use Planning: An issue such as this which could affect...the_fvture <br /> growth pattern of part of Orange County makes a good case for the develop <br /> ment of a land use plan for the County. Such a plan could provide the <br /> basis upon whichh to make rational decisions about what Orange County's <br /> policy ought to be on this question. <br /> Policy o tions <br /> The Planning Board might take a number of positions on the question of <br /> extension of water (and sewer.'?)into Eno Township along Hillsborough Road. <br /> These include: <br /> 1. Appose extension of water lines into the area.. This would allow <br /> growth an the area only to the capacity of soils to absorb effu- <br /> lent from septic tanks. It would also deny owners of Brewer's <br /> Trailer Court use of their property as a mobile home park and <br /> possibly expose residents of other mobile home parks in the area <br /> to unpotable water. <br /> 2. Endorse the extension o£ a small diameter water line (6 or 8 inches <br /> for example}but not a sewer line to the peti.tioner's property and <br /> not beyond. This would solve health problems in the area while <br /> not opening up the area to the growth that the provision of uti- <br /> lities of greater capacity might cause. <br />
