a. Local Interest Toward Solving the Water Quality Problems and How That
Level of Interest Was Determined
The Orange Conservation District held a Resource Conservation Act (RCA)
public meeting on August 28, 1978, at which time all environmental concerns i
were discussed freely. This statement was made concerning water quality: "What
conservation practices we -install on our land determines the quality and quantity
of our water. We need to control our livestock waste, pesticides, herbicides,
and other pollutants to keep our water quality high." All local agencies
were involved in this public meeting and we feel much was accomplished. We
intend to follow up with additional public meetings. At this meeting we
discussed the Back Creek Reservoir Watershed Critical Area Treatment Project
and received favorable comments. We explained that this project is the fore-
runner of the 208 State plan. In addition, we have held two other public meetings
to explain the Back Creek Project, These were held in the community buildings
at Cheeks Township and Cedar Grove Township.
10. Additional Information Conserning the Project Potential, the use of ACP
Fundilq in Solvin the Problems
An opportunity exists to use ACP special funds, RUD funds and technical
services, to assist the sponsors in stabilizing the sediment producing areas,
to prevent damage to fish and wildlife habitat, to conserve water and soil
, resources on valuable cropland, to improve water quality of Back Creek, and
to protect the water supply reservoir of the Town of Mebane and the City of
Graham, North Carolina. Most of the sediment in the watershed is produced
by critically eroding roadsides and cropland that have excessive soil loss.
Overgrazed pasture and poor silvicultural practices also contribute to the
sediment production.
