114 <br /> MINUTES <br /> ORANGE COUNTY BOARD OF COMMISSIONERS <br /> JANUARY 23, 1979 <br /> The Board of County Commissioners met in special session on Tuesday, <br /> January 23, 1979, at 12:30 p.m. , at the Colonial Inn, in Hillsborough, <br /> North Carolina. <br /> _. Commissioners present: Mr. Norman Walker, Ms..Anne Barnes, Mr: Norman <br /> - Gustaveson and Mr. Don lillhoit. Mr. Richard Whitted was absent. <br /> The purpose of the-meeting was to discuss goals. and priorities of.-the <br /> Commission for Women and to receive the Commissioner's help in defining a <br /> job description for the Coordinator's position. <br /> Members of the Commission for Women present: Ms. Debbie Lee, <br /> Chairperson; Ms. April Hart; Ms. Harriet Hitt; and Ms. Jennifer Wingard. <br /> Ms. Lee identified the Commission's goals as follows: <br /> 1) Identify the status of women; 2) Disseminate information about women; <br /> 3) Serve as an advisory board to the County Commissioners; 4) Increase <br /> public understanding of women's needs and abilities; and 5) Act as a <br /> referral center for information about assisting services. <br /> Ms.. Lee requested the Commissioners thoughts on the job description <br /> for the Coordinator's position and the possibilities for future funding. <br /> Commissioner Gustaveson sees the Coordinator as an arm to the <br /> Commission for Women with the Commission setting goals and policies and <br /> the Coordinator carrying them out. He sees the position as a high-level <br /> administrative secretarial position. He sees the Coordinator's position <br /> as a temporary,CETA funded position. <br /> Commissioner Walker sees the Coordinator as a clerk functioning under <br /> the County Manager's supervision. <br /> Commissioner Barnes said the Board is trying to observe the President's <br /> request to stay within a 7 percent (7%) budget, which will make funding new <br /> things difficult. <br /> Commissioner Willhoit sees the responsibilities of the Coordinator <br /> on an administrative assistant level and the administrative position as a <br /> training support position. <br />
