All proposed subdivisions shall be reviewed by the Orange <br /> County planning Staff for initial, determination as to whether <br /> the proposed subdivision is exempt from the requirements of <br /> this ordinance. In vaking this determination, the Planning <br /> Staff shall review the proposal, considering, among others, <br /> the following factors: <br /> a. Existing land use in the area. <br /> b. The number and pattern of lots to be created. <br /> c. Cuxrent use of the tract to be subdivided.. ' <br /> d. Topography of the tract to be subdivided. <br /> e.
