777 G. Be available for and be prepared to undertake studies resulting from special requests by the Board of Commissioners. Section V. The COUNCIL shall consist of nine voting members appointed by the Orange County Board of Commissioners for terms as follows: Three of* the members first appointed by the Commissioners shall serve for three years; three of the members shall serve for two years and; three of the members shall serve for one year. Upon the expiration of the initial terms, all members shall serve for three years. In case of a vacancy occuring during a term, the vacancy shall be filled by the Board of Commissioners for the unexpired portion of the term. All members shall serve at the pleasure of the Board of Commissioners In making appointments to the COUNCIL the Board of Commissioners shall be guided by the following criterion. Persons appointed should be: A. Not employed, directly or indirectly, by any component of the health and medical care system; B. Selected so as to balance representation by residence and.socio-economic characteristics; C. Willing to exert the necessary effort to deal effectively with the complexity and technicality of the medical can system. Section VI. Recognizing that the COUNCIL will deal with problems requiring special medical and administration expertice, the Board of Commissioners will appoint consultants to the COUNCIL upon request by the COUNCIL. In selecting consultants to be appointed to advise the COUNCIL, the Board of Commissioners shall be guided by the following criterion. Persons selected should be: A.
