section V. The COUNCIL shall consist Of nine voting members <br /> appointed by the orange County Board of Commissioners for terms <br /> as follows: <br /> Tin case of a vacancy occUring during a term, the -vacancy shall <br /> be filled by the Board of commissioners for the unexpired portioi <br /> of the term. All members shall serve at the p1easure of the <br /> Board o' Co.-mimissiOners- In making appointments to the COUNCIL <br /> the Board of commissioners shall be guided by the following <br /> criterion. Persons appointed should bet <br /> A, riot employed, directly or indirectly, by any <br /> component, of the health and medical care system; <br /> B. selected so as to balance representati:&a by <br /> reside ce and socio-economic characteristics; <br /> C. Willing to exert the necessary effort to deal <br /> effectively with the complexity and technicality of the medical <br /> care s4stem. <br /> Sectio I VI. Recognizing that the COUNCIL will deal with problei <br /> requiring special medical and administration expertice, the <br /> Board I Commissioners will appoint consultants to the COUNCIL <br /> upon r1quest by the C01INCIL. Such a request or requests should <br /> be accDmpanied by a recommendation from the COUNCIL as to perso <br /> 1 qualified to serve as consultants. In no event will consultant <br />
