74 <br /> c. willing to and capable of providing or arranging <br /> for considerable hours of consultation. <br /> Section VII. Orange County will provide the COUNCIL with: <br /> A. Secretarial support to provide minutes of meetings, <br /> mailing, copying, correspondence, and telecommunications costs; <br /> B. Staff time to facilitate communication, scheduling <br /> of persons to be in attendance, collection of requested infor- <br /> mation; <br /> C. Members of consultants will not be paid for their <br /> services, however, with the approval of the Orange County Finance <br /> Officer they will be reimbursed for travel expenses, meals and <br /> reasonable incidental expenses incurred in performing their <br /> duties. <br /> Section VIII. It is not comtemplated that the COUNCIL will own <br /> any real estate or any tangible personal property of consequence. <br /> Orange County hereby reserves all rights to the work product <br /> of the COUNCIL. <br /> Section IX.
