To assist you in performing this task the staff has <br /> • developed a priority list for funding based upon criteria set forth below: <br /> 1 . The first 28 job slots allocated shall contain no new positions. <br /> 2. Firs job slots beyond slot 28 shall concentrate around administrative <br /> support for the newly organized CETA program. <br /> 3. More emphasis shall be placed on creating employment for the unskilled. <br /> 4. The average annual wage must be reduced to more nearly coincide with <br /> the recommended average wage of $7,000. <br /> 5. The ,state recommends CETA positions be placed in agencies as program <br /> support rather than program sustainment. <br />
