Memorandum To Orange County Board of Commissioners <br /> From: Joe Bradshaw <br /> Date:: : July 24, 1978 <br /> Subject: Invitation : to Submit Full Application <br /> for a Community Development Small Cities Grant <br /> On Thursd , July 20th the County Manager received a mailgram from <br /> 2nd District Congressman L. H. Fountain stating: <br /> "Am advis d Dept. of Housing and Urban Development (HUD) has approved <br /> Community Development Block Grant of $499,870 to improve public facilities <br /> affecting Health such as water and sewer lines for Orange County." <br /> The official notification from the Area Director of HUD arrived Monday, <br /> July 24th and more clearly spells out the status of our grant proposal to <br /> date. In her letter, Betsy Stafford, Area Director states: <br /> "Based on our review of your preapplication. . . ... .we are pleased to invite <br /> you to submit a full application in the amount of $499,870.. .All applications <br /> must be received on or before August 30, 1978.. . .This invitation for a full <br /> application is not a commitment to fund any activities. Approval or disapproval <br /> of the application will be based on further review of your program." (HUD staff <br /> persons working more directly with our proposal indicate a much more positive <br /> attitude towards the eventual funding of the Northern Fairview project)- <br /> The remaining steps to be executed in this process are as follows: <br /> A. Submit full application by August 30th. Principal parts include: <br /> 1 ) Develop Housing Assistance plan <br /> 2) Submit summary of a three year plan which identifies our <br /> co unity development and housing needs and describes a <br /> co prehensive strategy for meeting those needs. <br /> 3) CcTounity Development Program to be undertaken with Block Grant <br /> mQ ies. <br /> B. Sixty-day review period by Regional HOD officials. --�-` <br /> C. Release of funds after November 1 , 1978. <br /> D. Initiate Sid procedures immediately thereafter. <br />
