Memorandum To Orange County Board of Commissioners From: Joe Bradshaw Date:: : July 24, 1978 Subject: Invitation : to Submit Full Application for a Community Development Small Cities Grant On Thursd , July 20th the County Manager received a mailgram from 2nd District Congressman L. H. Fountain stating: "Am advis d Dept. of Housing and Urban Development (HUD) has approved Community Development Block Grant of $499,870 to improve public facilities affecting Health such as water and sewer lines for Orange County." The official notification from the Area Director of HUD arrived Monday, July 24th and more clearly spells out the status of our grant proposal to date. In her letter, Betsy Stafford, Area Director states: "Based on our review of your preapplication. . . ... .we are pleased to invite you to submit a full application in the amount of $499,870.. .All applications must be received on or before August 30, 1978.. . .This invitation for a full application is not a commitment to fund any activities. Approval or disapproval of the application will be based on further review of your program." (HUD staff persons working more directly with our proposal indicate a much more positive attitude towards the eventual funding of the Northern Fairview project)- The remaining steps to be executed in this process are as follows: A. Submit full application by August 30th. Principal parts include: 1 ) Develop Housing Assistance plan 2) Submit summary of a three year plan which identifies our co unity development and housing needs and describes a co prehensive strategy for meeting those needs. 3) CcTounity Development Program to be undertaken with Block Grant mQ ies. B. Sixty-day review period by Regional HOD officials. --�-` C. Release of funds after November 1 , 1978. D. Initiate Sid procedures immediately thereafter.
