Memorandum <br /> Page two <br /> July 13, 19 1 8 <br /> Land Ilse Planning - <br /> Ano4er work session is needed with the Planning Staff and <br /> Board to set priorities. Two immediate issues which must be dealt <br /> with are 1) the above mentioned extraterritorial request and 2) the <br /> recommendation from the Planning Board regarding the Subdivision <br /> Amendments and whether the Ordinance should be amended. The need was <br /> pointed out to have the new Planning Director employed as soon as <br /> possible. The Board talked about the work of the Township Advisory <br /> Councils and stated they would like a report of how well the councils <br /> have worked in the Townships. <br /> It was suggested that the Board think about an Ordinance <br /> which would provide protection to watershed areas in the County. <br /> This effort should be parall.ed with efforts of the Town of Carrboro <br /> in providing protection for the University Lake watershed. It was <br /> further Bugg sted that the Board address the issue of developing <br /> some means of preserving prime agriculture land in the County and <br /> development rights in such areas. Commissioner Gustaveson asked <br /> that the Board continue to consider endorsement of the Orange county <br /> Comprehensive Planning Council which will coordinate Planning acti- <br /> vities in the ounty. <br /> Human Services - <br /> In tLs area, the Board talked about a possible Human <br /> Services Eva ation Conference for the Fall. Some areas of dis- <br /> cussion prop sed were: what are the essential, human services pro- <br /> grams a coup y should have, how well were human services objectives <br /> met last yea:r, how do we rank the fundamental human service needs, <br /> and just how do we evaluate human services programs. <br /> Commissioner Gustaveson stated his feeling regarding the <br /> need for the County to employ a full time person to coordinate <br /> human servic s programs. He added that the Human Services Planning <br /> Committee is working toward an official recognition by the Board of <br /> Commissioner and is developing guidance for coordination of services <br /> in this area <br /> Board and Staff Training - <br /> There was discussion of a Board/Staff training session and <br /> an in-house gupervisor/management skills retreat to 'improved communi- <br /> cations between management, the Board and staff. <br /> Year (End Report - <br /> The oard next discussed a year end report of what has been <br /> accomplished during the past year. Mr . Whitted informed the Board <br /> of the possibility of use a work study student to formulate such <br /> a document. <br />
