'Kany citizens of these five counties have <br /> Orange to thank -or causing the Old District to change. <br /> A better question than just how much would be: "What is the taxpayer getting <br /> for this investi Tent?" This is a better giestion because the allocation to the Distri <br /> was buying a passive, hold-the-line, outdated service. I become completely incensed <br /> at implication t- at things were just fine under the District. l become incensed be- <br /> cause 1 am the o�e uerson in this County who has absolute knowledge of the vast range <br /> of past:,negli.gen e. It has been my task since last October 17th to struggle to overcoi <br /> these problems. I have worked too many hours each week since then with little break <br /> time with these problems I have inherited. The uninformed person simply can not make <br /> such statements *n my presence and expect me not to react,as my life since October ha <br /> been comprehensi' ely ruled by solving these problems from the past. <br /> Secondly, we have struggled to put together all the procedures and practices o <br /> a modern department. Thirdly, we have only had a highly inadequate staffing level to <br /> work with and many of those persons are new, and have ,just recently joined us and lac <br /> experience. We ave had to invent everything new, as the District stripped the offic <br /> when they left. We inherited equipment that was so ancient as to be genuine antiques <br /> Our :automobiles are hazardous even sitting still. It is unfair to bring tap a new bat <br /> with two strik and the third sure strike pitch already on the way to the plate. It <br /> is indecent to as how :much more have you accomplished for the extra money --- consid <br /> ing the situation. However, even with the situation , this staff has made significant <br /> gains and they tLave a great deal. to be proud of. I wish to inform you about this Ste <br /> and its accomplishments up through this date. w <br /> First, wd will submit ourselves to any independent qualified judging or ratinE <br /> process on any activity we now perform to prove my belief that in terms of quality we <br /> rank v ry high and that the improvement in a few months has just been out- <br /> standing. <br /> As of this date we do not have our annual accomplishments collected and the & <br /> for the District accomplishments are not available to us ,except in bits and pieces. <br /> Therefore, I have put together what little knowledge of what the District was doing <br /> that we have an compared to the same activity in the same time frame under this de- <br /> partment. <br /> ENVIRONMENTAL HEALTH <br /> With an average of 3.65 men , some of whom were new and had to be trained to wt <br /> here, compared �o 3.25 men in the District we increased the work load by 311%. In th <br /> area we have mo ed in terms of work quality (for instance, from perk holes to soil a <br /> ysis) very far.. We have become an aggressive, progressive unit.
