C 27514
(FROM CHAPEL HILL 967-9251) PHONE: 942.41G0
Mac
TO: County GAmissioners
FROM: William Mayes , D.D.S. ,V)_K.
Chairman Orange County Board of Health
DATE: June 19, 1978
E: New Pro am Efforts
At our meeting with you on Monday, June 12, our Director told you that by
a strict definition of hold-the-line management he could rim the Health Department
on the Manager's proposed budget. However, that new efforts were constantly forth-
coming (mostly from the State) without funding that we should respond to.
Our Dire tr has referred to me to schedule for the next Board of Health
meeting new heal; program iniatives that have arrived just before or since June 12th.
He can not respon t0 these for lack of staff resources. I will take these to our
Board, however, tie Board of Health is incapable of generating new resources. There-
fore, this being he appropriate time, place and public body, I . also referring
these to you.
On June 9, the Division of Health Services asked us to provide public health
services to Orange County migrant workers. The State will pay for all primary care
and hospitalization. We are asked to provide the nursing time and local staff support
costs necessary t locate, screen , refer and follow-up. Based on conversations betweet
our Director and lr. Pierce of the Agriculture Department and the Employment Security
Office, we will n?t know what size problem we have until we go out and find the migrant
In order to respond, we presently estimate that we need one nurse for two months.
On June 9 the Division of Health Services asked us to follow-up on all home
delivered infants" in Orange County in an effort to reduce infant mortality and morbi-
dity. The State provides many specialized services but we should do the basic home
nursing. and coordl n,ate/advocate for the infant. Such infants may stiffer reversable
damage that we ma be able to correct and pi-event them from becoming public charges.
Over one years time we estimate we need 2 months nursing time for this.
On June l , the Division of Health Services asked us to be the lead agency for
all S.S.1.(Supplemsntal Security Income) disabled children supported by the Social Se-
curity program in Orange County. These are children who are blind , deaf, profr;-Inds
retarded or have cther severe handicap . We
dinate services t them on a plan that we are oecreattee and monitor. Weare to beothe
skilled profession s who care for these children as they grow. Social Security will
pay all the costs hand even reimburse us $20 for the first visit we make to a family.
However, our costs for the basic nursing service will greatly exceed this. On a yearly
basis we estimate hat we need approsimately 3 months nursing time for this effort.
