ATTACHMENT ITEM #III SUGGESTED FRAMEWORK FOR COUNTY-WIDE COORDINATION OF COMPREHENSIVE PLANS AND GROWTH STRATEGIES (Presented by Mayor Kenneth S. Broun) Objective To create a mechanism whereby Chapel Hill, Carrboro, Hillsborough, and Orange County might develop individual Comprehensive Plans (or updates of existing Comprehensive Plans), in a manner that such plans are coordinated and built upon a common set of County-wide policies, and in a manner that builds on the principles of sustainability and community. Basic Concept ► Create a County-wide Growth Strategy, with related policy statements, in the following manner: Have each of the 4 elected bodies appoint two of their members to a Coordinating and Steering Committee. Have that Committee recommend a slate of individuals (four from each jurisdiction, including some current Planning Board members) for appointment as a "County-wide Growth Strategy Work Group." Achieve appointment of such a group by the 4 elected bodies. Develop a charge for the Work Group to draft a set of strategies, following Chapel Hill's Small Area Planning process as a model (obtain and evaluate information, obtain citizen comment, develop alternatives, make recommendations.) 1 - The Coordinating and Steering Committee would report to the elected bodies on the progress of the Work Group after one year. ► Achieve adoption of the Policies and Growth Strategies by each of the 4 elected boards. ► Use the Coordinating and Steering Committee to monitor progress on development of individual Comprehensive Plans (or Updates) in each of the 4 jurisdictions. Bring this (or some other) proposal back to each elected board for agreement to participate, and for appointment of two members from each board to the Coordination and Steering Committee.
