ATTACHMENT ITEM #III <br /> SUGGESTED FRAMEWORK FOR COUNTY-WIDE COORDINATION <br /> OF COMPREHENSIVE PLANS AND GROWTH STRATEGIES <br /> (Presented by Mayor Kenneth S. Broun) <br /> Objective <br /> To create a mechanism whereby Chapel Hill, Carrboro, Hillsborough, and Orange County <br /> might develop individual Comprehensive Plans (or updates of existing Comprehensive <br /> Plans), in a manner that such plans are coordinated and built upon a common set of <br /> County-wide policies, and in a manner that builds on the principles of sustainability and <br /> community. <br /> Basic Concept <br /> ► Create a County-wide Growth Strategy, with related policy statements, in the <br /> following manner: <br /> Have each of the 4 elected bodies appoint two of their members to a <br /> Coordinating and Steering Committee. <br /> Have that Committee recommend a slate of individuals (four from each <br /> jurisdiction, including some current Planning Board members) for <br /> appointment as a "County-wide Growth Strategy Work Group." Achieve <br /> appointment of such a group by the 4 elected bodies. <br /> Develop a charge for the Work Group to draft a set of strategies, following <br /> Chapel Hill's Small Area Planning process as a model (obtain and evaluate <br /> information, obtain citizen comment, develop alternatives, make <br /> recommendations.) <br /> 1 - The Coordinating and Steering Committee would report to the elected bodies <br /> on the progress of the Work Group after one year. <br /> ► Achieve adoption of the Policies and Growth Strategies by each of the 4 elected <br /> boards. <br /> ► Use the Coordinating and Steering Committee to monitor progress on development <br /> of individual Comprehensive Plans (or Updates) in each of the 4 jurisdictions. <br /> Bring this (or some other) proposal back to each elected board for agreement to <br /> participate, and for appointment of two members from each board to the Coordination and <br /> Steering Committee. <br />
