AGENDA ATTACHMENT <br /> ORANGE COUNTY FIRE CHIEFS ASSOCIATION <br /> Request to the Orange County Commissioners <br /> for appointment of <br /> Orange County Fire Marshal <br /> Presented by <br /> Louis G. Freeland, Jr, , President <br /> May 16, 1978 <br /> The Orange County Fire Chiefs request the Orange County Commissioners <br /> to establish the position of County Fire Marshal,, approporiate the necessary <br /> funds and appoint the qualified person to the position withine the <br /> calendar year 1978, <br /> .Orange County is in dare need of a. Fire Marshal to coordinate <br /> all Fire Prevention programs and activities within the County. His <br /> services will benifit all the citizens of Orange County; all Fire <br /> Departments; all public institutions and will eventually show a savings <br /> in the cost of the County fire service. <br /> Public demand for Fire Prevention Programs are rapidly increasing. <br /> And the need is ever increasing for qualified coordinated training for <br /> all of the existing fire depa'rtments. Recent state legistation also <br /> shows that the County will need a full time fire Marshal to adequately <br /> meet the requirements of the State Education and Training ;P an (House <br /> Bill 992--Chapter 1064) enacted duly i, 1977. <br /> Recent research studies show that solutions to some of the high-risk <br /> rural fire areas problems can be solved by funding for organizing, train- <br /> ing and equipping fire fighters; developing educational programs and <br /> escape planning; and enactment and enforcement of codes pertaining to <br /> fire prevention. (Fire News, April 1978). <br /> A detailed list of the suggested duties for the County Fire Marshal <br /> is attached. It clearly shows that we now, in Orange County can do <br /> more in the way of providing more effective fire prevention, by adding <br /> a Fire Marshal to the county staff. Also a copy of a Fire Marshal 's <br /> Job Description is present for information. <br /> It is recommended that the Fire Marshal also be appointed the <br /> Civil Preparedness Officer. But he should not be obligated to any <br /> other positions. In the dual capacity as Fare Marshal and Civil <br /> Preparedness Officer, he will be in the position to effectively plan <br /> and execute emergency actions, utilizing the county fire equipment in <br /> order to render assistance to the county citizens. A recent example <br /> of this would be the ice storms of this past year. <br />
