The degree of success of these completors will <br /> be a better indication of program effectiveness than analysis <br /> which does not distinguish between completors and non- <br /> completors. <br /> Of the 190 former participants who were found, 75% were <br /> program completors, but of those not found, only 54% were <br /> completors, This means that if in this report we had eli- <br /> minated all non-completors from consideration, our find- <br /> rate would have been 63%, rather than 55%; and of those <br /> found, 73%,rather than 70`K, would be employed, <br /> Overall Results <br /> Labor force status information about those found is shown <br /> in Table 3. Of the 190 persons found; <br /> 133 (or 70%) were working, including 4 underemployed, <br /> (i.e., working part-time but seeking full-time work), <br /> - 49 (or 26%) were unemployed, <br /> 7 (or 4%) were not in the labor force (neither,;working <br /> nor seeking work), Most of these were in school or <br /> military service, <br /> This employment rate (70%) is considerably higher than that <br /> found in the previous follow-up (53%). <br /> The percentage of those who were not in the labor force (4%) <br /> is lower than in the previous follow-up (15%). This lower <br /> percentage may be a reflection, in general, of better selec* <br /> tion of serious participants, and, in particular, of the <br /> shift in emphasis in the Out-of-School/HRD-GED program as <br /> discussed in another section of this report. <br /> Income Before and After Training <br /> One rough indicator of overall program success, as used in <br /> the previous follow-up, is the program's ability to increase <br /> the incomes of its participants. The total annual income <br /> of all participants for the year before training compared <br /> with the total annualized income earned after training <br /> shows an overall increase of 208%. The average participant <br />
