106 Mosswood Court
Chapel,Hill, NC 27914
April 16, 1978
Hr. Richard',Whitted
Chairman
Orange County Board of
Commissioners
106 E. Marg ret lane
Hillsborough, NC 27278
Dear Mr. J Itted:
The purpose of this note is to request a refund of late payment
charges Pa' to your Office on my 1977 property taxes. The amount
referred to is: $376.21 paid -$363.49 taxes=$12.72 penalty. I make
this request based on the fact that the charge'resulted from circum-
stances beyond my control. While the details were previously related
to Mr. Bill laws of your office, I will review them here briefly.
The hose in question (lot 7122, Northwood Development)was pur-
chased on July 22, 1977. In October 1977,not yet having received a
tax bill, I called both the builder and your office. (I was unaware
until just last month that the bill goes to the owner of the property
as of January 1.) Both parties told me that the taxes were paid in
full for 1977, so I diddid not pursue the matter further. The first I
heard of taxes actually being outstanding was in a statement of lein
from my ban' (Home Savings) on March 24, 1978. Upon receipt of this
statement I again called the builder as well as your office. After
several days of searching and researching, I was able to determine
that the taxes were; in fact, due and that the assessment was correct.
The taxes w ire paid immediately.
I feel that in as much as I acted in good faith from the beginning
in this matt r, and that I had not been given correct information
early ON a refund of late charges is in order.
If any dditional information or clarifications are required,
please feel ree to contact me. Your time and consideration are most
appreciated.
Sincerely,
Dr, Barnett R. Parker
