Projects must complement the overall HSA plan <br /> 13 . which has been developed over the last 18 months. <br /> 14 . When the 1 gislation setting up the Health Planning and Resources <br /> 15 . Development Act was enacted, one of the options was the establishment of <br /> 16, sub-area counci s on a multi, or single county basis. These councils woule <br /> 17. function as an cut reach arms of the HSA plan and effort. As the HSA <br /> 18. has developed o er the last two years, the need has become more evident <br /> 19 . for sub-area co ncils. Members of the HSA Board from Orange County have <br /> 20 . discuss this ne d and have talked about the possibility of Orange County <br /> 21 . moving ahead on its own with some type of official recognition from the <br /> 22. County Commissioners, perhaps an official endorsement as well as an off,icl <br /> 23. charge. The pu pose of the sub-area council would be to develop some type <br /> 24. of Council whict would work closely with the HSA Board, the Department of <br /> 25. Health, and oth r professional and consumer organizations in defining as <br /> 26. precisely as possible the health and medical care needs of each community <br /> 27. of Orange County and to periodically report to the Commissioners and to th <br /> 28. people of Orange= County regarding the spectrum of services from which they <br /> 29 . might choose in their efforts to promote health and medical care programs . <br /> 30 .
