Commission r Walker seconded the motion. <br /> 7. The Chairman called for a vote on the motion. Voting aye were <br /> 8 . Commissioners G staveson, Walker, and Willhoit. Voting nay were Commis- <br /> 9 . sioners Pinney and Whitted. The motion was declared passed. <br /> 10 . Chairman Whitted referred to the item added to the agenda regarding <br /> 11 . a letter from Dr . Robert Hanes , Superintendent of the C.liapel Hill-Carrboro <br /> 12 . City Schools, requesting some indication of the Board's feelings regarding <br /> 13. the transfer of school system monies from the unappropriated fund balance <br /> 14 . to the capital outlay budget, as set forth in G.S. 115-110 .13. <br /> 15 . Mr. Whitted stated he had asked the County Attorney to research this <br /> 16 . statute. <br /> 17 . Mr. Gledhill informed the Board that the Board does have this authori. <br /> 18. however, such action should only be taken upon a formal request from the <br /> 19. Chapel Hill-Carr oro school. Board. <br /> 20. The Clerk w s requested to inform Dr. Hanes that the Board would con- <br /> 21. sider such action upon receipt of a formal request from the Board of Educa <br /> 22. tion. <br /> 23. The Chairman referred to the item added to the agenda concerning the <br /> 24. request from ECO' s for the establishing of a network of recycling bins <br /> 25, throughout Orange County. He stated ECO' s was proposing this be done <br /> 26. through an appro riation from the local governments (Landfill Fund) which <br /> 27. will be repaid. <br /> 28. Commissioner Willhoit suggested the County Manager be authorized to <br /> 29. propose a mechan' sm of how this project can be affected by nego iatin-- 'a <br /> 30. contract between, ECO3s and the three Governing Boards . <br />
