ORANGE iCOUNTY
1-11Ly-.s130 R 0UG1-1
INOaT11 CABOTIANZA
nCLts`crl ryz
February 3, 1978
Mt. David Rob ns on
J7.C. Depa.rtme t of Transportation
Public Traasp rtation Division
P.O. Box 2520
Raleigh, N.C. -_27611.
Dear Mr. Robi son:
As a result Of the Orange County Human Services Planning Conference held
in October, Z 77, the Orange County Commissioners appointed a "Transporation"
in October,, composed Or representatives from each local jurisdiction and from
directors of ost, if not all, the human service agencies canductizzP transpor-
tation services in Orange County. Its purpose is to study the feasibility" of
Coordinating various transportation services now operating within the human
service deli ery system of Orange County and to report the results of this to
the Human Services Planning Committee. The committee's goal_ is that of improved
transportation service for clients through better coordination and utilization
of available resources.
This su committee has conducted two surveys la an attempt to compile the
necessary in ormation to formulate preliminary conclusions about coordinated
transportation efforts. The first survey was conducted to develop a complete
inventory of transportation, vehicles involved in human service activities in
Orange Court . The second -survey attempted to gather inform ation more directly
related to client needs and program demands.
After discussing various types of coordinated liumazl service transportation
systems pres ntly operating in North Carolina, the committee reached two conclu-
sions.
1. here is a need for a full-time staff person to provide technical
Issistance to this planning body and to monitor the progress of
Ceps takea toward a coordinated system. _ -
- ..  . then_ ha ;seleetin a,.s_peci ie=h:aap.roach;y(a_::T:sxizocxM.:,
- _
rs=ware a., o -
--_-- - -- - _- -_- _ - - - - - alt2.ria. tii*e.:.stae
—-- _- — 'oeraXw data .siid to_d8've10eY -
~ cj tatebetter 'trrisporfa ion 'G0Crdina ion. The final'selec=T
ion process should at Least involve a choice between two alter-
ative approaches.
Therefo e, Orange County`s suggestions for local. demonstration projects in
the Service mprovements category will be general in scope, but a plan could be
implemented 'n a short period of tune since the commitment to coordinated transi
by the Gran e County Commissioners and the preliminary work towards such a resul
has already been accomplished. Only the exact course of action remains to be
