A meeting of the Hoard of Commissioners for Orange County, North Carolina, was held at Hillsborough, North Carolina, the regular place of meeting at 7 : 30 p.m. , Tuesday, February 21 , 1978. Present: Commissioners Norman Gustaveson, Jan Pinney, Norman galker, Richard Whitted, and Donald Willhoit. Absent: None The following .resolution was read to the Hoard: WHEREAS in 1971 the North Carolina General Assembly enacted Article 33B of Chapter 143 of the General Statutes, which article is commonly known as the North Carolina Open Meetings Law; an WHEREAS the purpose of the open Meetings Law is a simple End salutary one; to insure that the business of the public be cond ctbd in the view of the xiublic so that the veonle may have th werewithal to be better informed; and WHEREAS the public policy of the open Meetings Law as stated hy the General. Assembly in G.S . §143-318.1 is as follows: "Whereas the commissions , committees , boards , councils, and other governing and governmental bodies which administer the legislative and executive functions of this State and its political subdivisions exist solely to conduct the peoples ' business , it is the public policy of this state that the hearings , deliberations and actions of said bodies be conducted openly. " and;
