A meeting of the Hoard of Commissioners for Orange <br /> County, North Carolina, was held at Hillsborough, North Carolina, <br /> the regular place of meeting at 7 : 30 p.m. , Tuesday, February 21 , <br /> 1978. <br /> Present: Commissioners Norman Gustaveson, Jan Pinney, <br /> Norman galker, Richard Whitted, and Donald Willhoit. <br /> Absent: None <br /> The following .resolution was read to the Hoard: <br /> WHEREAS in 1971 the North Carolina General Assembly <br /> enacted Article 33B of Chapter 143 of the General Statutes, which <br /> article is commonly known as the North Carolina Open Meetings <br /> Law; an <br /> WHEREAS the purpose of the open Meetings Law is a <br /> simple End salutary one; to insure that the business of the public <br /> be cond ctbd in the view of the xiublic so that the veonle may <br /> have th werewithal to be better informed; and <br /> WHEREAS the public policy of the open Meetings Law as <br /> stated hy the General. Assembly in G.S . §143-318.1 is as follows: <br /> "Whereas the commissions , committees , boards , councils, <br /> and other governing and governmental bodies which <br /> administer the legislative and executive functions of <br /> this State and its political subdivisions exist solely <br /> to conduct the peoples ' business , it is the public <br /> policy of this state that the hearings , deliberations <br /> and actions of said bodies be conducted openly. " <br /> and; <br />
