We urged the state to acquire and hold .lands for ublic <br /> p purposes in fee <br /> simple and also to acquire certain selected property rights in land by use of <br /> such devices as easements, leases and options. Public purposes meaning <br /> recreation, housing, industrial siting, aesthetics and environmental protection <br /> besides general health, safety and welfare. <br /> In 1975, the Chapel Hill League of Women Voters helped plan the Orange <br /> County Growth options Conference held in Hillsborough in Septembez of '75. At <br /> the close of the Conference, as a group, the participants reviewed statements <br /> on four issues. The statements represented general agreement but no one was <br /> asked to sign the statements. The issues were: <br /> 1. property rights and public interest <br /> 2. impacts of growth in Orange County <br /> 3. location and farm of development in Orange County and <br /> 4. management of growth in Orange County <br /> The Assembly had general agreement that building codes and subdivision <br /> regulations should be adopted and made effective county-wide. The Assembly <br /> expressed the value of adequate controls. <br /> In summary, the Chapel Hill League of Women Voters has been involved in <br /> studying Land Use Planning in Orange County for about fifteen years. We support <br /> the extension of the Subdivision Ordinance to all of the County. We believe <br /> that subdivision regulations protect and enhance land values rather than .lower <br /> them as can happen if no planning 'is done. <br /> Thank you for the opportunity to address you. <br />
