AGENDA <br /> ORANGE COUNTY <br /> BOARD OF COMMISSIONERS <br /> RESOLUTION <br /> FEBRUARY 6, 1978 <br /> WHEREAS: Tobacco has been commercially produced in what is now the United States <br /> of America since the year 1612; <br /> WHEREAS: Since the year 1619 the export of tobacco has been an important economic <br /> = factor to our Colonies, States and these United States; <br /> WHEREAS: The United States of America now grows and markets approximately two <br /> billion pounds of tobacco each year; <br /> WHEREAS: The economic welfare of Orange County, North Carolina, and the several <br /> tobacco producing States is substantially dependent upon the success of the tobacc <br /> industry for that: <br /> (a) A significant portion of our people earn their living working <br /> in the growing, processing, transporting and selling of tobacco; <br /> ' (b) The tax base which contributes substantially to our local , State <br /> and Federal welfare programs is to a great extent comprised of invest- <br /> ments in farms, farm equipment, warehouses, tobacco transportation, <br /> processing and manufacturing plants in our area; <br /> (c) The commerce in tobacco produces considerable revenue from income <br /> . taxes and sales taxes and excise taxes throughout the world, which funds <br /> are available for the economic welfare of all persons,° <br /> J WHEREAS: The recent personal and official actions of Mr. Joseph Califano, <br /> r <br /> Secretary of Health, Education and Welfare, have seriously endangered the welfare: <br /> ,., <br /> of our citizens by their adverse effect upon the tobacco industry; <br />
