My understanding <br /> of matter is thi . As I recall, on Monday January 16th, .1978, an un- <br /> marked white panel trucks with boat on top, parked in my drive and a man <br /> cane to my door, stated that he was doing work for Army Engineers and <br /> asked permission to park in my drive while he made a survey on the creek <br /> (behind my house and on my property ). This approach did not get our meet - <br /> ing off to a ver3 good start . Possibly your PRO can improve on it . <br /> When questioned , your employee , apparently head man of a 4 man crew, <br /> stated he was MI a Addison of Southeastern Surveys , surveying creeks for <br /> the Army Engines s; that the river had already been surveyed ; that the <br /> raver survey creu did not trespass on my land but had made their survey <br /> from roads and bridges; sad that the unmarked uhi.te truck belonged to <br /> Southeastern Surveys. I then pave Mr. Addison permission to be on my <br /> private property with these words ., Go ahead - make yourselves at home. " <br /> when fir. Addison and his crew returned from creek area , I asked if <br /> he ha:i finished. -11r. Addison replied that he had not and would have to <br /> come back again; that he was to get readings left by another crew and <br /> could not locate heir darker. I informed 14r. Addison that no earlier <br /> crew had received or asked my permission to be on my private property , <br /> talked about righ s of free men in a free country ,, and told him about <br /> the Eno River Association and its efforts over a period of years to get <br /> me condemned off Fy land for a park (and that strangely enough, four of <br /> the E.R.A. Board of Directors owned river valley land khich Sias not yet <br /> included in the p rk and that our attorneys had recent written assurances <br /> from Raleigh that 85 of December 1977 none of these Pour .rssociation <br /> Directors has any orsl or written agreement with the State to put his own <br /> land into the par,•) Informed Mr. Addison that he would hive to have my <br /> prior permission o enter my .land again. <br /> After Mr. Ad: icon left 1 phoned Southeastern Surveys F-nd asked for <br /> person in charge of fir. Addison's survey crew. Spoke with a �,r. James <br /> Hudson, who stated, in effect , that he was in charge of the survey crew; <br /> that if Mr. Addis 'a could not find markings of earlier crew then probably <br /> the other crew had not been on my land; that (also in response to sty query ) <br /> SE Surveys was not a poor struggling company on the verge of bankruptcy , <br /> but to the contrary was a strong company in a prominent position; that <br /> their contract with Army Engineers was not lucrative enough to provide <br /> for locating the property owners (via Tax Maps at Courthouse - my suggest - <br /> ion. ) and getting permission to enter private property; also that this <br /> item of expense was not included in their estimate for bidding on the <br /> contract ; that he had notified the orange County Flanning Officer shat <br /> they would be doing in our county; and that be, Mr. Hudson (this was at <br /> my specific request ) would write me a setter asking my permission in <br /> writin,g to enter m private property , and that this letter would state <br /> the reason it was necessary to come back again - that is, verify that <br /> one of his crews had in fact trespassed on my private property, <br /> Encl : (2 ) to S.
